Five Year Plan takes the Climate Change leadership

The five year plans are serious business.

Commitments made are kept.

Goals set are achieved.

No nonsense from climate sceptics is entertained.

And nothing will stand in the way of Chinese leadership in reaching their environmental commitments.

Especially as those stated clearly in the five year plans, emanating from the highest level of the Leadership.

As a small measure of this comes the Chinese government’s move to close down thousands of Energy hungry factories across the mainland.

It is a political and strategic decision to avoid China becoming the number one Energy Consumer in the world. But above it’s a diplomatic decision to continue on it’s role as an underdog and the fighter for the rights of the BASIC nations and to maintain itself in the anti-imperialist vanguard that has been the Cause Celebre of the people’s party for the last seventy years now.

The decision to win the Climate wars is a new Doctrine of course but it plays on to the old game of global supremacy.

The decision of the standing committee, of the Politburo, has been passed on to the relevant Ministries and provincial governors who have ordered the more than 2,000 industrial energy hogs shuttered immediately. and certainly to have seized by end of next month is a direct way to also curry favours via the worker’s unions too.  When you have eggs make marmalade [sic] is what the Chinese leadership is thinking here. They assured the unions that they will offer them new jobs in the 21st century industries of green Energy and renewables and in the factories pursuing the new Energy technologies.

A concerted effort is being made to allocate the workers to retraining centers and the new jobs as soon as next month.

The two thousand and one hundred eighty seven [2,187] industrial behemoths to be closed immediately, include major steel mills, huge cement works, aluminum factories and other huge energy consuming facilities that are also the heaviest polluting factories and that will be closed down and be sealed with all of their operations by Sept. 30 2010, and they employ hundreds of thousands of workers across the provinces of the NW hit the hardest by the edict.

Still this is only a small part of the country’s drive to improve energy efficiency and reduce CO2 emissions before the five year plan expires.

To enforce the factories’ closure dictate and to overcome any objections from local officials, the Ministry of Industry and Information Technology announced that it had deprived all these companies from any bank finance facility, from any loans and it has revoked their business operating licenses. No appeal process has been designated and the decision is final.

The Environmental Parliament’s Housin Xsian Hu said:  ”This is is a significant step towards achieving China’s five-year goal of reducing energy consumption by 20% and therefore avoiding being seen as the largest Energy consumer in the world.”

He continued on to say: ”In the last five years, China has made numerous and significant sacrifices for the Environment. The fact that China has also shuttered more than one thousand coal factories in the last three years is one great measure of this. The Environmental Parliament Leaders have been assisting the PRC government in implementing the base load management  of the Power and Utility Industry and have been at the forefront of sharing Leading Edge Technology and Finance to achieve these spectacular results.”

”The other highlight of course is the $9-10 Billion a month invested on renewable energy projects here and with the green technology jobs growing correspondingly too.”

Well said.

The Green Bonds Movement has it’s third annual Ministerial Conference at the UN in New York this September 25th and the Chinese leadership will be well represented.

Rightfully so…

Chinese diplomacy will not allow the US to be unseated from the number One position as the largest CO2 emitter and the largest Energy consumer in the world.

Yet now they will certainly be able to defend their second position as Energy consumer also.

The unenviable position of Number One is a source of National shame.

Still that is the position the US occupies as the largest CO2 emitter and the largest Energy hog globally.

”This along with it’s ungovernable position on Climate change –  it’s inability to reach any carbon legislation and it’s belligerent behaviour as a world bully – make the US a real ”has been” drunk in the fumes of cheap fuel.”

That is the description of the US, in the People’s Leadership [Private News] and it appears to be so in the eyes of the mainland…
